

Carla D. Riner is Chief Strategy Officer and co-creator of ENOUGH, and a highly accomplished senior military officer, commercial airline pilot, and experienced government professional with a proven track record of success in demanding and high-pressure environments.
With almost 30 years of experience in both military and civilian roles, Ms. Riner has excelled in leadership roles throughout her career.
Ms. Riner’s military career began as a C-130 pilot in the Air National Guard and rose through the ranks of flight commander, squadron commander, group commander, and wing commander. She currently serves as a Brigadier General in the Air National Guard. Her military experience includes over 2,900 flight hours including 121 combat sorties. She is a highly decorated combat service member with decorations to include the Legion of Merit with Oak Leaf Cluster and Air Medal.
In addition to her military career, Ms. Riner started her airline career as a flight attendant for a major U.S. carrier and eventually became a commercial airline pilot for the same carrier. During a furlough prompted during the post 9/11 downturn in the airline industry, she attended the University of Georgia School of Law where she received her Juris Doctor.

After law school, Ms. Riner joined the National Archives as the Lead for Policy and Strategic Planning, Information Security Oversight Office, where she was chosen to work with the White House to write Executive Order 13556, Controlled Unclassified Information. Her agency career concluded as the Deputy Chief Operating Officer where she oversaw 80% of the agency operations, managed a budget of $589.6M, and provided oversight for over 3,000 employees. Thereafter, she returned to her commercial aviation career while continuing her military service.
